महाराष्ट्रामध्ये 27 महानगरपालिका, 34 जिल्हा परिषदा, 364 पंचायत समित्या, नगर पालिका आणि 28 हजार ग्रामपंचायती आहेत. या स्थानिक स्वराज्य संस्थेतून निवडून जाणाऱ्या 56 हजार ओबीसी प्रतिनिधींना सर्वोच्च न्यायालयाच्या निर्णयाचा फटका बसला आहे. भटके, विमुक्त व ईतर मागासवर्गीय यांचा राजसत्तेतील सहभाग या निर्णयाने थांबणार आहे. हा आवाज कायमचा बंद करण्याचे षडयंत्र उधळून लावण्यासाठी आपण मिळून लढा उभारणे महत्वाचे ठरते.

सर्वोच्च न्यायालयाने ओबीसींची जनगणना, मागासलेपण व प्रतिनिधित्व यांची माहिती मागितली. जोपर्यंत ही माहिती सरकारतर्फे सादर केली जाणार नाही तोपर्यंत न्यायालय पुढील निर्णय देणार नाही.

2010 मधे, शरद पवार व छगन भुजबळ यांच्या मार्गदर्शनात खासदार समीर भुजबळ यांनी लोकसभेत ओबीसींच्या जनगनणेचा ठराव मांडून आवाज उठविला होता. गोपीनाथ मुंढे सह अनेक खासदारांचे त्यास समर्थन मिळाले. OBC communities may lose political reservation in local bodies in Maharashtra याबाबत तातडीने बैठक घेऊन तत्कालीन प्रधानमंत्री मनमोहनसिंग यांनी, सामाजिक - आर्थिक - जात जनगणना 2011 सुरू केली. पुढील 3 वर्षात इंपिरिकल डाटा गोळा केला. पुढे 2014 ला केंद्रात मोदी सरकार स्थापित झाले, महाराष्ट्रात फडणवीस सरकार आले. मात्र मागील 7 वर्षांपासून हा डाटा ना केंद्र सरकारने न्यायालयापुढे सादर केला ना फडणवीस सरकारने 5 वर्ष केंद्राकडे मागणी केली. त्यावेळी राज्यसरकाराला देखील ही माहिती जमविण्याची संधी होती ती पण घेतली नाही. मुख्यमंत्री फडणवीस यांनी आपली कारकीर्द संपायला 2-3 महिने असतांना केंद्राला डाटा पुरविण्या संदर्भातील पत्र दिले. पण माहिती अद्याप मिळाली नाही.

2020 मध्ये माहाविकास आघाडीचे ठाकरे सरकार सत्तेत आले आणि कोरोनाची महामारी आली. यामुळे सगळ्या कामांना खीळ बसला. त्यादरम्यान मुख्यमंत्री उद्धव ठाकरे यांनी प्रधानमंत्री नरेंद्र मोदी यांना भेटून 2011 साली गोळा केलेली ओबीसींची माहिती मिळावी म्हणून विनंती केली.   OBC communities cancelled political reservation in local bodies in Maharashtra

फडणवीस सरकार प्रमाणेच ठाकरे सरकारला देखील केंद्राकडून इंपीरिकल डाटा प्राप्त झाला नाही.

ओबीसींची अपेक्षा आहे

देवेंद्र फडणवीस, पंकजा मुंडे, बावानकुळे यांनी रस्त्यावर उतरण्याआधी ओबीसी - व्हीजे - एनटी आरक्षण कायमस्वरूपी अबाधित राहावे म्हणून संघनितीत बदल करण्याची विनंती करावी व केंद्राकडे आपले वजन वापरून सामाजिक-आर्थिक जनगणना 2011 ची (जी राष्ट्रीय संपत्ती आहे.) माहिती मिळविण्याची धडपड करावी.

महाराष्ट्र सरकारने देखील केंद्र सरकार कडून डाटा मिळण्यास दिरंगाई होत असेल तर, वाट न बघता व वेळ न घालविता राज्य पातळीवर ईतर मागासवर्गीयांचा डाटा जमवून न्यायालयापुढे सादर करावा.                                                                                                                                         यापुढे ओबीसी समाजाच्या जागृतीला खूप महत्व असेल. ओबीसी जनगणने विषयी अट्टाहासी नसणे नुकसानकारक सिद्ध होईल. भविष्यात शैक्षणिक आरक्षणाचाही सत्यानाश होईल.

पदोन्नतीतील आरक्षण थांबविले आहे, शैक्षणिक शिष्यवृत्ती मध्येही अडचणी निर्माण व्हायला लागल्यात, पूर्वी स्पर्धा परीक्षेत ओबीसी, एससी, एसटी मधील उच्चगुणवत्ता प्राप्त विद्यार्थी खुल्या प्रवर्गात अंतर्भूत केल्या जायचे, यावरही आता निर्बंध घातलेत. मुलामुलींची वसतिगृहे नाहीत, आर्थिक विकास महामंडळे ऑक्सिजनवर आलीत.

रोहिणी आयोगाला समोर करून ओबीसींचे चार तुकडे करण्याचे कारस्थान केंद्राकडून सुरू झाले. हळू- हळू ओबीसी समूह संपविण्याचा मांडलेला डाव आपण संघटितपणे उधळून लावू शकतो. प्रत्येकाने आपल्यातील झोपलेल्या सिंहांला जागवणे गरजेचे झाले.

निवडणूक आयोगाने 5 जिल्ह्यातील निवडणुका घोषित करून ओबीसीमुक्त निवडणुकांना सुरुवात केली आहे.

भविष्यात आपणास आपल्या पिढयांनी नाकर्ते म्हणून आरोपीच्या पिंजऱ्यात उभे करू नये म्हणून सर्वांनी या जनआंदोलनात सहभागी व्हावे. प्रत्येकांनी केंद्र व राज्य सरकार यांना आरक्षण पूर्ववत ठेवण्या संदर्भाने व ओबीसींची जनगणना करण्यासाठी ईमेल करावे, पत्रे पाठवावी, सह्यांची निवेदने तालुका-जिल्हा स्तरावर स्वयंस्फूर्तीने द्यावीत. ग्रामपंचायत, नगरपंचायत, नगर परिषदा, महानगर पालिका, पंचायत समित्या, जिल्हापरिषदा येथील नामाप्र प्रतिनिधिंनी ठराव करून पाठवावेत. आमदार, खासदार यांना ठिकठिकाणी भेटून ओबीसींच्या लढ्यात पुढाकार घेण्यास व न्याय मिळवून देण्यास बाध्य करावे.

अनेकांकडे आणखी काही नवीन कल्पना असतील त्या पद्धतीने सहभाग नोंदवावा. मात्र स्वस्थ बसू नये.
